Table layout breaks completely with table cell that needs wrapping

I have a basic table with 2 rows which contains a cell that needs word wrapping. Instead of wrapping the cell's text, the table gets broken up in the middle and spread over multiple pages.

I have attached a test case that shows a table being broken up and spread over 2 pages.
